WP2 - Analysis of Built Heritage 


Objective

The objectives of this work package is the analysis and diagnosis of the built heritage - at different levels:
  • starting from the generic challenge description
  • over the integration in urban sustainability concepts
  • and the evaluation of impact analysis approaches
  • to the specific analysis and diagnosis of the single object
with the aim to identify replicable factors that can be highlighted for general or particular contexts.

Deliverables

The work is presented in five deliverables: 
The work is elaborated in close cooperation with “Local Case Study teams”. These consist of local authorities, conservation offices and stakeholders. Multidisciplinary dialog is of central concern for the work package.

Tasks 

Task 2.1: Multidisciplinary elaboration of the challenge to be solved
At the beginning stands the demand analysis and historic building classification, presented by the conservation partners to the consortium. Based on the multidisciplinary discussion (specifically in the workshop held in spring 2011 in Bologna, however cultivated throughout the project) criteria for the assessment of conservation-compatibility of energy efficiency interventions are formulated. Activities are based on the Venice Charter and the Washington Charter.

Task 2.2 Integration in urban sustainability concepts
The efficient use of resources – here energy savings, energy efficient technologies and measures as well as the use of renewable energy sources is needed for the energetic refurbishment of historic buildings. Local governments need to be involved in discussion of results, also in exploring the identification of generic replicable factors that can be proposed for incorporation into the Aalborg Commitments (indicators and recommendations) to city, town and village management. ICLEI’s Cities for Climate Protection (CCP) Campaign will take the lead in this process bringing together a working group of municipal experts.

Task 2.3 Evaluation of impact analysis approaches
Starting from the SUIT project’s experiences with the application of Environmental Impact Assessment directive as well as the Strategic Environmental Assessment directive in the context of cultural heritage, integrating it with the building energy issue and elaborating respective standards and thresholds, an enhanced methodology will be prepared for application and testing in WP6 case studies.
The aim of the evaluation is to develop a methodology that addresses conservation policies as well as policies of energy consumption and the means it takes to meet urban sustainability concepts.

Task 2.4 Comprehensive diagnosis of built heritage for sustainable intervention
Development, investigation and evaluation of a methodology for the comprehensive diagnosis of built cultural heritage with the target to support the development energy efficiency interventions which minimizes the primary energy consumption in historic buildings, taking full account of preservation tasks.
